When its too hard to say sorry...

Next year marks the 2nd Centenary of the abolition of slavery in the UK. In anticipation of the advance publicity of this event, Tony Blair has expressed deep sorrow for the UK's involvement in Slavery but he has stopped short of issuing an apology. His statement seems to have satisfied no one, as there appears to be a school of thought that claims that he has no business apologising for an event that took place over two hundred years ago, while the counter argument is that a full apology is what is required. Should he apologise? Perhaps Tony should express "deep sorrow" over his personal involvement in starting the Iraq war...
